Dr Lambert Low
Dr Lambert Low is a Senior Consultant and Chief of the Addiction Medicine Department at the Institute of Mental Health (IMH). He holds the position of Adjunct Assistant Professor with the Lee Kong Chian School of Medicine, NTU and Duke-NUS Graduate Medical School. Additionally, he is also a certified acupuncturist.
Dr Low actively contributes to the Singapore Medical Association as a council member. He chairs the Section of Addiction Psychiatry under the College of Psychiatrists.
His research interests include addictions, acupuncture and smoking-related topics.
Dr Lee Pheng Soon has a degree in Science from Flinders Uni, an MBBS from NUS, and a Fellowship in Pharmaceutical Medicine from the Joint Royal Colleges of Physicians, UK. He worked for about 30 years in drug and nutrition research for two major European pharmaceutical, and one US paediatric nutrition, company. Now retired from clinical research and corporate medical affairs, he is a GP in a small HDB group practice. He has served SMA continuously as a Council Member since 1992, and as the President from 2003-2006. He currently heads the Medical Indemnity function and is the Past Executive Director for the Centre of Medical Ethics and Professionalism.
Lek Siang Pheng is the Deputy Managing Partner of Dentons Rodyk & Davidson LLP. He is an experienced disputes lawyer and specialises in medical defence matters, representing medical and dental practitioners and also healthcare institutions.
He is an appointed Honorary Legal Adviser to the Academy of Medicine, Singapore, the College of Family Physicians Singapore and the Singapore Medical Association. He is also an accredited specialist mediator with the Singapore International Mediation Centre.
Jingyi is a Principal Medical Social Worker at Tan Tock Seng Hospital (TTSH). She graduated from NUS with a BSocSci (Hons) majoring in social work and is a Registered Social Worker with Singapore Association of Social Workers (SASW). She also has a Masters of Law (LLM) in Medical Ethics and Law from University of Hong Kong.
Her latest clinical focus is on psychosocial care for neuroscience patients in the ICU, inpatient and outpatient setting, working closely with the multi-disciplinary team to facilitate healthcare decision-making and difficult healthcare conversations including those on extent-of-care or end-of-life.
Due to her interest in socio-legal and ethical issues, she facilitates training and capability-building for MSWs within TTSH and beyond. She sits on the clinical ethics committee (CEC) of TTSH and is an external healthcare professional member of CGH CEC. She has also previously served in SASW’s workgroup on professional ethics.
Dr. Luke Toh is currently the Senior Consultant and Head of Department at KK Women's and Children's Hospital, specializing in diagnostic and interventional imaging with a subspecialty in vascular anomalies. He also holds the position of Adjunct Assistant Professor in the Department of Anatomy at the Yong Loo Lin School of Medicine, National University of Singapore (NUS).
Ms Mak Wei Munn's practice is in litigation and disputes resolution and includes a well- established professional liability portfolio. She leads a specialist Practice team with extensive experience in healthcare advisory and disputes matters. She has acted for prominent healthcare institutions and leading professionals across a range of specialist disciplines in civil claims, disciplinary proceedings and inquiries. She also advises the healthcare and pharmaceutical industries on regulatory compliance and ethical issues.
Dr Chow Chiu Leung Peter is the Senior Consultant Geriatrician in Changi General Hospital. He obtained his MBChB in Hong Kong and finished basic and advanced training in Singapore. He is interested in medical law and ethics, and dementia. He had spent a year in Scotland and obtained a LLM in Medical Law and Ethics from the University of Edinburgh. Since then, he has been involved in the teachings in the Centre of Medical Ethics and Professionalism SMA.
He is the Chairperson of the Clinical Ethics Committee in CGH reviewing ethical dilemma referrals. Having read medical humanities and narrative medicine, he is also the Co-lead in Bioethics for the SingHealth Duke-NUS Medical Humanities Institute organising education activities and conferences. Since 2023, he Co-Chairs the Expert Workgroup for Drafting of Guidelines on Appropriate Use of National Electronic Health Records for the Ministry of Health, Singapore.
Dr Peter Loke is an Academic Associate in the Centre for Biomedical Ethics. He has qualifications in Medicine, Law and Healthcare Ethics, and is a Principal Mediator of the Singapore Mediation Centre. He has been the Regional Medical Adviser for Syngenta Asia Pacific Pte Ltd since 2003, where he deals with health issues relating to crop protection products, and is also a founding partner of Mint Medical Centre since 2010, a private family medicine practice, and Resolvers Pte Ltd since 2012, a private mediation service. He has also previously worked in HSA (Health Sciences Authority), dealing with various drug regulatory issues.
Rebecca Chew is a Partner with the Business Finance & Insolvency Practice Group and the Human Resource Partner in Rajah & Tann LLP. She joined Rajah & Tann LLP in 1992 as a junior lawyer focusing on contentious court work. Just about 3 to 4 years after joining Rajah & Tann LLP, Rebecca was offered partnership in the firm and this gave her a bigger role in managing relationships with the firm’s clients which included several financial institutions. This enabled her to gain even greater exposure in dispute resolution and offered her many opportunities to take on cases as lead counsel and to expand her area of practice. In 2009, she was asked to take on a larger role in the administration of the Firm as its Human Resource Partner in addition to her role as a senior litigator in the firm.
A/Prof Seow Wan Tew is Senior Consultant, Department of Neurosurgery at the National Neuroscience Institute and is a paediatric neurosurgeon at KKH. He is Clinical Associate Professor at Duke-NUS Medical School and has a Master of Laws from Melbourne University. He is a facilitator for the MPS Risk management workshops and an associate mediator with the Singapore Mediation Centre.
Dr T Thirumoorthy graduated from the University of Malaya in 1972 and went on to be trained in internal medicine and dermatology. He served in both public and private practice in Singapore and returning in 2002 to be the founding director and senior consultant dermatologist of the dermatology department at the Singapore General Hospital. He served at SGH Dermatology until July 2017.
Dr Thirumoorthy is the Founding Director of the Singapore Medical Association (SMA) Centre for Medical Ethics and Professionalism (SMA-CMEP) from 2000 to 2003. The SMA Council re-appointed Dr Thiru to helm the SMA CMEP as its Executive Director from 2011 to 2015.
He holds a Master degree in Healthcare Ethics and Law from the University of Manchester (2007) and completed the Masters in Counselling (Monash) in 2015.
From January 2007 to July 2017, Dr Thiru was a pioneer faculty and held the appointment as Associate Professor in the Education Program, at the Duke-NUS Graduate Medical School, Singapore, where his teaching responsibilities include subjects on clinical skills, professionalism, medical ethics, communications, and healthcare law.
Currently Dr Thiru hold the position of Adjunct Professor at Duke NUS Medical School, in the Office of Academic Development. Since May 2024 he serves as Visiting Consultant to WH Clinical Ethics Committee in Woodlands Health.
A/Prof Teo Eng Swee Cuthbert
A/Prof Cuthbert Teo is a Senior Consultant Pathologist and Gazetted Forensic Pathologist at the Forensic Medicine Division, Health Sciences Authority. His teaching appointments include Adjunct Associate Professor (Forensic Science) (Faculty of Science, NUS) and Senior Lecturer (Forensic Medicine) (Yong Yoo Lin School of Medicine, NUS). He is a Lecturer & Founding Faculty of the SMA course on Medical Ethics, Professionalism and Health Law; and of the Medical Expert Witness Training Course (SMA, AMS, Law Society, State Courts). He is a member of the Complaints Panel, Singapore Medical Council. He volunteers in various committees (in advocacy, research, social work) of the Singapore Children’s Society, and is Board Member and Honorary Secretary of the Society.
Mr Tham Hsu Hsien’s main areas of practice are in professional liability, insolvency and financial services disputes. Mr Tham regularly advises and acts for professional indemnifiers, insurers and healthcare providers in contentious and non-contentious healthcare matters, including malpractice claims in the Courts and disciplinary proceedings against doctors and dentists before the Singapore Medical Council and Singapore Dental Council.
Dr Timothy Teoh is a dual accredited specialist in Psychiatry and Aviation Medicine.
After graduating from NUS Medical School in 2000, he joined the Republic of Singapore Air Force as an Aviation Medical Officer. During his 20-year career in the SAF, he held various operational, staff and leadership appointments, including Head Psychological Care Centre, Commanding Officer 1 Medical Squadron and Commander MMI. He was previously appointed Senior Consultant in Aviation Medicine and Consultant in Psychiatry to the SAF. From 2021 to 2023, Dr Teoh was the Medical Director, Singapore Aeromedical Centre. He currently holds the position of Head, Rehab Service and Senior consultant at the Institute of Mental Health Singapore.
Vanessa Lim is a senior partner in Dentons Rodyk’s Litigation and Dispute Resolution practice. She graduated from the National University of Singapore in 2001 with an LL.B (Hons) 2nd Upper, and obtained her LL.M in Medical Law (Distinction) from King’s College London in 2011.
She has a keen interest in professional negligence, and has represented hospitals and doctors in clinical negligence litigation in the High Court and Court of Appeal. She has worked with medical practitioners from a broad range of specialist areas and also represents them in professional disciplinary proceedings. Apart from contentious work, Vanessa also advises hospitals on a wide range of matters, including regulatory investigations, internal protocols and clinical governance issues.
Vanessa is a Director in Legal Clinic LLC specialising in medical and healthcare law. Her practice involves the full spectrum of medico-legal work in the healthcare field from advising healthcare institutions on their internal processes and protocols, to acting for healthcare institutions and healthcare professionals in legal actions as well as disciplinary proceedings. Vanessa has appeared before all levels of the Singapore Courts and is familiar with Coroner’s Inquiry in medical cases as well as various alternative dispute resolution processes.
Adj A/Prof Vishalkumar G Shelat
Vishalkumar G. Shelat is a general surgeon practising at Tan Tock Seng Hospital, Singapore, where he also serves as Director of Surgical Science Training Centre and Clinical Educator Lead (Medical) and. His work focuses on general surgery, hepatobiliary and pancreatic surgery, and clinical ethics. He's completed several fellowships and holds various certifications, including one in surgical ethics from Washington University St Louis and a fellowship in the International Society for Quality in Healthcare. He's also contributed to various professional organizations, including the Academy of Medicine, Singapore, and international surgical societies. He currently serves as Associate Director of SMA CMEP. His is widely published with over 280 publications and H-index of 50. He participates in medical ethics committees and has been the recipient of several awards and honours, including American College of Surgeons National Surgical Quality Improvement Program and Lee Kuan Yew Scholarship from Public Service Commission. He has been affiliated with Singapore Medical Association Centre of Medical Ethics and Professionalism since 2015.
